SummaryCompliance Utility isn't triggered to automatically review a particular estimate. When attempting to manually review the estimate with Compliance Utility, an error occurs.
Symptoms
"Error log entry: modEMStables.GetAllRequiredFieldValues(): Bad RecordCount (0), HdrLen (1473), or RecordLength (2342) in file X:\cieca\mitchell\export\XXXXXXXX.lin" occurs when trying to manually review an estimate that didn't automatically trigger the Compliance Utility when initially saving that estimate.
EnvironmentCompliance Utility
Cause
The EMS data in the *.lin file is empty, i.e., the estimate in question has no repair lines -- Bad RecordCount (0) -- and cannot trigger the Compliance Utility.  When manually attempting a Compliance review, an error occurs because there are no repair lines in the estimate.
Resolution
  1. Add repair lines to the estimate.
  2. Calculate and save the estimate. This should automatically trigger the Compliance Utility to review the data.
